Encino Commons in Encino California is considered the San Fernando Valley’s Miracle Mile This Archway of a sign is located in the heart of Encino and it crosses over Ventura Boulevard on the West Side by Louise Avenue and on the East Side by Amestoy Avenue. They created a BID (Business Improvement District) with the purpose to beautify and improve the quality of life for the residents nearby and for visitors as well. This was all created by 300 local business owners and about 75 home owners. They created the Business Improvement District in August of 2000. It became a premier retail and entertainment destination for locals and visitors. They even have their own Website ( http://www.encinocommons.com ) so anyone can check out the Restaurants, Shops and hours of operations. I consider this truly innovative. Encino has always been very affluent and image conscious. In 1927 movie mogul Daryl F Zanuck bought an old golf course, created a polo field and built a large stable there. Soon the ‘who is who’ of the Movie Industry started settling in to the area. Just to name a few of these celebrities:  W.C.Fields, John Wayne and Dinah Shore. The Status of Wood-Burning Fireplaces in Los Angeles Update In case you did not know quietly about three years ago the AQMD passed what most people call the Cal Green or also known as the AQMD Rule 445. South Coast Air Quality Management District (AQMD) is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties, the smoggiest region of the U.S. Their goal is to be committed to protecting the health of residents and to be sensitive to businesses as well. In September 2008, the agency adopted Rule 445 governing wood-burning devices, which required the installation of fireplaces certified by the Environmental Protection Agency as clean-burning when  Southern California homes or businesses that are remodeled. This all sounds good, but it is creating confusion amongst people who want to renovate their homes or build new homes. So to clarify: As of March 2009, permanent indoor and outdoor wood-burning devices such as fireplaces and stoves are not allowed to be installed in new developments. Only open-hearth fireplaces with gas –log sets and other popular design features which do not use wood  such as flames in River Rock or Broken glass is allowed.   As of September 2008 all permanent indoor and outdoor wood burning devices can only be sold or installed in existing home and businesses if the meet one of these cleaner options:   1.       US EPA Phase II- certified fireplace insert or stove   2.      Pellet fueled wood-burning heater   3.       Masonry heater, not an open-hear wood-burning fireplace   The only attention this rule generally gets noticed is, when you are trying to build a new home and you discover that you cannot build a wood burning fireplace. The other time is from November through February. These curtailments would be in effect during days and in specific areas when poor air quality is forecast. Mandatory curtailments would be issued for specific areas in the Fall & Winter in Los Angeles. Generally you will hear on the news that you cannot use your existing wood burning fireplace and if you do you will get a fine of $500. If you live in the state of California should you have a Recorded Homestead Protections? California law automatically provides Homestead Protection regardless of whether you actually record a Homestead on your primary residence or not. If you do not record the homestead declaration you could be risking portion of your proceeds from a voluntary sale of your home. What that means is, if there judgments to creditors recorded on your home the proceeds will go to the creditor or creditors rather than you the owner. On the other hand if you have a recorded i.e.: declared homestead the law is clear that the proceeds of the sale can be used to purchase another home (up to the dollar limit of the homestead law). Keep in mind neither the automatic homestead nor the declared homestead will protect a homeowner from the loss of his or her home to a secured creditor. That means the Lender who financed the original purchase and or the lender who gave a second mortgage loan will be paid off first. Also if a contractor or subcontractor who filed a valid claim of a mechanic’s lien will also be paid off before you get your proceeds. Since Title Companies generally take the position that only the courts can determine the validity of a Homestead and typically will not ignore liens and judgments based on a Homestead, I would strongly advise and encourage you, that if you expect to encounter financial trouble in the sale of your home you should consult an attorney for advice on the filing as well as prior to Listing and Selling your home. Their whole mission is to reduce suffering and improve the lives of all animals by championing better animal Laws. They investigate animal cruelty and conduct campaigns to reform all animal related industries. They help animals through sanctuaries and even animal emergency shelters. The Humane society generates close to $200 million in revenue to help, lobby and champion animal causes just as an example  they have fought against Dog Fighting, trying to stop Puppy Mills, Farm Animal protection such a Legislation to protect Hens any way I could go on an and on. They are doing things locally, nationally and globally. All this is under the leadership of the very capable Wayne Pacelle, who has been at the helm for almost four years of this great organization. Venice Neighborhood Council supports street reconfiguration!

Venice Neighborhood Council supports street reconfiguration! Breaking News the Venice Neighborhood Council voted to support the DOT’s (Department of Transportation) proposal to reconfigure Main Street between Santa Monica and Venice. The plan that they had in mind is to transform the street by removing one travel lane in both the north and south directions. Essentially this would create a central two-way road and add a bike lane in both directions. This would not affect street parking. It would provide a safer way for motorists and bicyclists. I am constantly annoyed and concerned every time I drive, because of the less experienced Bicyclists who are clearly creating a hazardous condition for themselves as well as the motorists. Hence I applaud the council’s support in this street reconfiguration. This way bicycle riders could have an uninterrupted travel lane between Santa Monica and Venice. As a motorist I am extremely happy. Did you know October is National Seafood Month? One of my staple foods is seafood. I love buying, cooking and eating seafood. I can never get enough of it. Diane loves pasta so when she has the craving I try to combine it with seafood this way everyone is happy. I just received an e-mail from one of my favorite local restaurants Cafe Del Rey (http://cafedelreymarina.com/) they are celebrating it with “Sustainable Seafood Menu” I find this so important. Restaurants and fish sellers need to take the Courageous approach and protect the endangered species. It works. I can recall when “Chilean sea bass” was in danger and the stores and restaurants raised the price of Chilean Sea Bass to $40-$50 a pound it allowed the fish to be taken off the endangered list. So here is my excuse for this month to cook and eat more Seafood.
